São causadas principalmente pelo aumento exagerado nos preços das assinaturas e pelo aumento do número de títulos novos lançados no mercado a cada ano, e provocaram uma busca de alternativas para atender aos usuários. As novas tecnologias de informação oferecem uma gama de possibilidades ainda não totalmente exploradas ou desenvolvidas, tais como o periódico eletrônico on Une e CD ROM, e o uso de serviços que vendem artigos isolados {document delivery services) e tomam menos significativas as formas tradicionais de solucionar o problema, tais como compartilhamento e aquisição cooperativa, que nunca foram consideradas suficientemente eficientes. Mas as novas soluções trazem também novos problemas, relacionados às funções do periódico tradicional, e aos dispositivos legais que regem o uso e a propriedade dos documentos eletrônicos.
