Antes deste fato, as universidades da região aglutinavam as atividades científicas e tecnológicas na região e a nas suas bibliotecas as atividades de informação. Desta forma as bibliotecas universitárias foram chamadas a desempenhar um papel de importância no estabelecimento dos sistemas nacionais de informação. O trabalho apresenta um relato das experiências ocorridas em alguns países latino-americanos, na criação de sistemas nacionais de informação, destacando-se a participação das bibliotecas universitárias.
