O Programa reflete a experiênci a de seus autores o consenso existente em torno das necessidades das e biblio- tecas universitãrias brasileiras, apontando soluções para os principais problemas estruturais da area. O PNBU foi escolhido como tema central do 59 SNBU com o objetivo de permitir ampla divulgação de seus programas e projetos e possibi litar a participação efetiva de to dos os presentes nos debates e decisões.
